A Speculum Feather is a normal feature of mallards. It is a colorful, purple-ish feather found on the broad side of their body. The speculum feather of the decoy duck (m9sYK.jpg) is particularly visible in the image, leading some to believe that it holds hidden significance. It does not. It’s just a normal duck feature.
